The EAA generally follows the customer — it can apply to non-EU businesses (including UK) that sell in-scope products or listed services into the EU. This is to help you gauge whether it's likely relevant to you, not a legal determination.

The EAA includes a narrow micro-enterprise services exemption (broadly described as fewer than 10 staff and turnover/balance sheet at or below roughly €2m, though exact figures and how it's applied are set in national law). Tip: "View source" gives the server HTML. Some stores build content with JavaScript after load — if your page is very JS-heavy, the full pack's bookmarklet reads the live, rendered page for a more complete picture. For most stores, view-source is plenty to surface the common, costly failures.
